Holiday of Hope 4 Families & Cold Weather Emergency Shelter

Holiday of Hope 4 Families is an annual community outreach initiative that provides free hams, turkeys, and holiday food boxes to children and families experiencing financial hardship throughout Hillsborough County. Through the Annual Holiday of Hope 4 Children, the program also distributes free toys, ensuring that children experience joy, dignity, and hope during the holiday season.

During periods of extreme cold, this outreach is expanded through the operation of the Cold Weather Emergency Shelter, which provides immediate, life-saving support to individuals and families experiencing homelessness or residing in homes without adequate heat. Operated in partnership with Hillsborough County Homeless Services, the shelter offers a safe, warm environment, nutritious meals, and access to supportive services during inclement weather events, reducing the risk of exposure-related illness and injury.

Under the leadership of Dr. Reba Haley, these initiatives address both immediate survival needs and long-term well-being. Services extend beyond emergency assistance to include food security, educational support, school supplies, backpacks, counseling referrals, and community-based encouragement that promotes stability, dignity, and resilience for children and families.

Dr. Haley is a former early childhood educator within public school districts and the author of Etiquette and Social Graces: Everything a Young Lady Should Know and Leadership Principles for Teens: Empowering Students to Be Future Leaders. Her background in education, behavioral health, and community leadership informs a holistic, trauma-informed approach that prioritizes safety, empowerment, and long-term outcomes for vulnerable populations.

Tampa Bay Mission of Hope

Tampa Bay Mission of Hope is a Florida-based, IRS tax-exempt nonprofit organization with a long-standing commitment to serving individuals and families experiencing homelessness throughout Hillsborough County. The organization’s work in homelessness services began in 2000 through collaboration with the Hillsborough Homeless Coalition, providing hot meals and transitional housing to individuals experiencing homelessness at 808 E. Okaloosa Avenue in the Sulphur Springs community of Tampa. This early work laid a strong foundation for addressing homelessness through compassionate, dignity-centered care paired with practical, solution-focused services.

In 2016, Tampa Bay Mission of Hope partnered with Hillsborough County Homeless Services to operate a cold weather emergency shelter in Riverview. This partnership later expanded to include a shelter in Valrico and ultimately relocated to 110 S. Parsons Avenue in Brandon, where the organization currently operates its expanded cold weather shelter and support services.

Today, Tampa Bay Mission of Hope provides emergency cold weather shelter, food pantry distributions, free holiday food baskets, toys for children, counseling services, and back-to-school supplies to residents of Dover, Seffner, Riverview, Valrico, and Brandon. These services are delivered with a focus on safety, dignity, and compassionate care for individuals and families during periods of crisis and extreme weather conditions.

Naomi’s Safe Haven Shelter for Women

Naomi’s Safe Haven Shelter for Women is a 501(c)(3) nonprofit organization founded by Dr. Reba Haley. The organization is dedicated to providing a safe, nurturing, and empowering environment for women who are survivors of domestic violence, displaced, or experiencing homelessness.

The mission of Naomi’s Safe Haven is to restore hope, dignity, and self-sufficiency through comprehensive support services, including emergency shelter, counseling, life-skills development, job readiness training, and advocacy. The organization is committed to fostering healing, resilience, and long-term stability so that every woman has the opportunity to rebuild her life with strength and independence.

Leadership & Integrated Care

Dr. Reba Haley, Ph.D., serves as Chief Executive Officer and Executive Director of both Florida nonprofit agencies. She is an ordained minister, a certified and licensed pastoral counselor, and a licensed addiction therapist. Dr. Haley delivers an integrated, whole-person model of care that addresses the emotional, spiritual, behavioral, and practical needs of individuals, families, and communities.

Naomi’s Safe Haven provides innovative, results-driven behavioral health services designed to support women experiencing mental health challenges and substance use disorders, with an emphasis on sustainable recovery, independence, and long-term stability.

Women Building Women for Success

The Women Building Women for Success program offers job training, workforce readiness, and job placement services for women with or without children in Hillsborough County. The program partners with Dress for Success of Tampa Bay to provide professional attire and employment support to women impacted by job loss, particularly in the wake of the COVID-19 pandemic.

To qualify for transitional housing, participants engage in one class per week for 12 weeks, ensuring that women and families gain the tools necessary to reduce the risk of future homelessness and build lasting stability. The ultimate goal of the program is to eliminate homelessness and increase permanent housing outcomes for women and families.

Emergency & Transitional Housing Services

Since the COVID-19 pandemic, the organization has experienced a significant increase in emergency hotline calls from women and individuals seeking shelter due to job loss, homelessness, and domestic violence. Naomi’s Safe Haven provides both emergency shelter and transitional housing, offering safety, stability, and structured support during times of crisis.

The Women Building Women for Success program further assists clients in securing employment and permanent housing, creating a clear and supported pathway from crisis to long-term independence.

Dr. Reba Haley is also the Founder and CEO of Tampa Bay Mission of Hope, which provides food assistance and serves as a contractual partner with Hillsborough County Government Homeless Services to operate cold weather emergency shelter for individuals experiencing homelessness or without heat during inclement weather.
